Temporal `Instant` migration cont. and related changes (#3601)

* Migrate more of Instant

* Migrate round and some other adjustments

* Complete initial work on Instant

* Add some docs

* nanos -> quotient in roundNumberToIncrementAsIfPositive

* Update comments on todos
