If the fetch attribute is not specified, this would previously result in NullPointerException. Throw a SAXException instead. In the repo manifest documentation [1] the fetch attribute is marked
as "#REQUIRED".

If the fetch attribute is not specified, this would previously result in
NullPointerException. Throw a SAXException instead.
