java.io.File.mkdir() and mkdirs() report failure as an exceptional
return value false. Fix the code which silently ignored this
exceptional return value.

Instead work around the warning by defining our constant by
constructing it through a StringBuilder.

This was already disabled in the Eclipse preferences for the project.
With this, Hudson should also ignore it.
