Some optimizations on `Error` (#4020)

* chore: mark `JsNativeError`'s constructors const

* chore: add associated constants

* chore: replace const method calls in `js_error` with corresponding constants

* fix: use correct method

* perf: change error's `message` type to `Cow<'static str>`

* chore: fix lint
